  • Contractor shall assist with development and execution of a TRIRIGA AFCEC/CO business process training and education curriculum for users.
  • The Contractor shall provide all necessary training aides, tools, audio/visual projection equipment, and IT capability as necessary to support training and be familiar with all AFCEC/CO focused AFIs, playbooks, USAF TRIRIGA reference guides, USAF TRIRIGA deployment guidance, and other AFCEC/COO reference material (e.g. SharePoint, etc.).
  • The Contractor shall provide formal instruction in a classroom environment, performing hands-on guided training instruction, while offering the Government assistance and advice to enhance AFCEC/COO's training processes. Prior to performing hands-on training, the Contractor shall conduct training course mock-rehearsals to AFCEC/COO, and make proposed adjustments to curriculum. 
  • The Contractor shall propose a standard out brief template and accomplish an out brief to CE squadron leadership following completion of training at at each base unit.
  • The Contractor shall also provide analysis and summary of feedback forms submitted by students.
  • The Contractor shall help develop and maintain a six (6)-month moving schedule of base visits performing necessary coordination with bases and allowing flexibility to account for base exercises or real world events impacting schedule

The curriculum content shall include details and concepts for the following (4) four process areas; 1) AF Operations Engineering, 2) Work Management, 3) Materiel Control, and, 4) Preventive Maintenance.

The curriculum shall cover: 1). AF Operations Engineering: To include general overview of customer service, general work review and formal approval processes, general work scheduling concepts and strategies, and fundamental key performance indicators.

2). Work Management: To include receipt of work from customers, acceptance/ classification/ prioritization of requirements, shop assignment and scheduling, work execution to include materiel and contracted services procurement and procedures, and work close out activities.

3). Materiel Control: To include purchase requirements, purchase ordering, funding documents, receiving and issue, warehouse practices, direct and indirect materiel issue, and Government purchase card procurement.  Materiel control should be tailorable to either Government Operated Civil Engineering Supply Store (GOCESS) or Contractor Operated Civil Engineer Supply Store (COCESS) processes. 

4). Preventive Maintenance:  To include risk analysis for preventative maintenance execution decisions, asset management in TRIRIGA and considerations in dealing with Sustainment Management Systems, preventative maintenance procedures, preventative maintenance job plan development techniques, base zoning and preventative maintenance schedule balancing. Estimated tasks include: Accomplishing three (3) to four (4) training course mock-rehearsals before course presentation; accomplishing 15-20 site visits and briefings to units annually; analyzing 600-1,200 student feedback forms annually; and conducting 15-20 training briefings to AFCEC/CO leadership annually.


  • Educational Level: BS Degree or higher in Logistics, Business, Management, or Engineering or 15+ Years' U.S. Air Force Civil Engineer Material Control experience.
